The move came as a surprise to many, as the 25-year-old wide receiver was the Philadelphia Eagles main receiver a season ago. For a Raiders team that only carries five receivers on the roster, it would make sense for them to at least take a look at Fulgham.
After being claimed on waivers by the Eagles last season, the strong receiver should receive some attention early on and not be in the market for long.
